Dear Sidebotham,

Will you please refer to nararranh 6 of your

telegram 610 and to our sevingram No.261 Staff of 25th June

on the subject of the number of Class I Administrative posts.

It would appear that you are prepered to concede the ten

Class I posts, provided that I designate them. I say that

I do not want to desimate them, and rive my reasons.

Are

you coing to over-mile me? If you are, it means that von

are roing to endeavour to control the minutiae of administration

of this Colony from Thitehall: a fatal mistake, It is not

as if it were a question of expense. It is not; for it is

aparent from your telegram that you are prepared to aprove

ten posts.

For a precedent for my proposal I would refer you to

the sumerscale grade of Senior Resident in Nigeria. These

posts are not designated.

I agree that renerally superscale posts should be

designated, but I am satisfied that non-designation is the

correct answer in this case.
